A coroner has criticised the Metropolitan Police for ‘serious and basic investigative failings’ over failing to treat Stephen Port’s four victims’s deaths as suspicious.
Stephen Port, 46, is serving life in Belmarsh prison for killing Anthony Walgate, 23, Gabriel Kovari, 22, Daniel Whitworth, 21, and Jack Taylor, 25, between June 2014 and September 2015.
In 2016, an Old Bailey jury was told the former chef invited the victims to his flat and gave them fatal doses of the party drug GHB and raped them as they lost consciousness.
The sexual predator dumped three of the bodies next to a local church and left one outside his flat in Barking, East London.
Port, known as the Grindr Killer for drugging, raping and killing the four men, who he met on the gay dating app, planted drugs on them to make it look as if they died from accidental overdoses.
After inquests into the four men’s deaths, Sarah Munro QC published her prevention of future deaths report on Tuesday, in which she said she was ‘concerned’ to hear evidence of errors made by detectives.
She criticised the Metropolitan Police for failing to treat the victims’ deaths as suspicious and said she was ‘shocked’ to hear that Mr Kovari’s family was not even informed by the police of his death.
In December, inquest jurors found that ‘fundamental failures’ by the police were likely to have contributed to three of the men’s deaths.
Basic errors made by a string of detectives left Port free to carry out a series of murders as well as drug and sexually assault more than a dozen other men.
Solicitor Neil Hudgell said: ‘The families remain grateful to the coroner for her detailed consideration of the many issues raised throughout the inquests.
‘It is clear to see from the length of the prevention of future deaths report that there remain very many areas still to be addressed, not just by the Metropolitan Police, but by police forces nationally.’
In her report, Ms Munro said she was ‘extremely concerned and disappointed’ to hear about the ‘serious and basic investigative failings’ made by detectives.
Setting out overarching issues in the case, she said: ‘Perhaps the most striking of these is the large number of very serious and very basic investigative failings.
‘I have been extremely concerned and disappointed by the evidence that I have heard about these series of errors.’
The coroner acknowledged that the Metropolitan Police had made efforts to identify the causes of the mistakes and make changes, but added that addressing a lack of professional curiosity was a key lesson.
Seventeen officers were investigated by the Independent Office for Police Conduct (IOPC) watchdog over the deaths, and nine were found to have performance failings.
But none of the nine were disciplined or lost their jobs, and five have since been promoted, according to the report.
Ms Munro highlighted that the inquests had identified officers’ mistakes that were not uncovered by the IOPC investigation.
